2022 Big Changes on the Horizon for Stormwater Management in Indiana

Indiana Department of Environmental Management (IDEM) has been working with the Environmental Protection Agency (EPA) and stakeholders to transition from a Permit by Rule to a Master General Permit. As of December 18, 2021, Indiana no longer administers the construction stormwater program or the municipal stormwater program under Indiana Administrative Code (327 IAC 15-5 (Rule 5) or 327-15-13 (Rule 13)).

Permit coverage is now issued under the Construction Stormwater General Permit (CSGP) and the Municipal Separate Storm Sewer System (MS4) General Permit.

With this transition to General Permits, local entities need to update their programs to meet the requirements in the General Permits. The INAFSM Stormwater Committee is working closely with IDEM Stormwater representatives to update or develop guidance documents.

The INAFSM Stormwater Committee would love your assistance in updating guidance documents, creating guidance documents, or other helpful tools. INAFSM Makes Contribution to ASFPM Foundation

The Indiana Association for Floodplain and Stormwater Management has made a $500 contribution to the ASFPM Foundation. "I want to thank all of you and the Indiana Chapter members for this very generous donation of $500.00 to the ASFPM Foundation," said donor coordinator George Riedel. "The Indiana chapter donation will allow the ASFPM Foundation to continue to  provide educational scholarships, hold policy events and do special projects to help reduce loss of life and property due to flooding."

The ASFPM Foundation serves as the catalyst for ASFPM, its chapters and members to advance projects, education and policy initiatives that promote reduced flood risk and resilient communities. Public Comment Period Extended for the Draft MS4 Permit

From IDEM:

We have received several comments requesting an extension on the public notice for the draft MS4 Permit. We have extended the public comment period to two weeks. Therefore the public comment period will end of February 8, 2021. Please continue to follow instructions on submittal of comments using the program email account at [email protected].

This extension for public comment only applies to the MS4 permit. The public notice for the Construction Stormwater Permit will close on January 25, 2021.

New from ASFPM: "Community Flood Notebook"

The notebook provides a standardized, comprehensive platform for the public to store and retrieve flood event data

The Community Flood Notebook summarizes documented research on historic floods. The Association of State Floodplain Managers (ASFPM) Flood Science Center developed the platform for this project, which was funded by the ASFPM Foundation. The Notebook provides a standardized, comprehensive platform for the public to store and retrieve flood event data, in partnership with local professionals such as floodplain and coastal managers, planners, and emergency managers. The Notebook also allows communities to harness the crowd-sourcing capabilities of mobile devices by engaging the public in the flood documentation process. This gives more people ownership in the process.

The Notebook’ s data can be collected before, during, and after a flood. It may include geolocated photos, hydrographs, precipitation maps, river/tide gauges, videos, high water marks, and more. Web services hosted by NOAA, USGS, FEMA, and other federal and state agencies allow many of their datasets to be automatically integrated into web platforms like the Notebook.

Communities would create a unique “flood event” for each flood that affects them. The proposed business model advocates that state programs, such as the State Floodplain Manager/NFIP Coordinator or State Hazard Mitigation Office, would host the Notebook platform for all the communities in their state, so that communities of all sizes have access. Over time, a collection of events would be archived. These will support the community’s institutional memory, hazard mitigation planning and flood risk communication efforts, to name a few benefits, all aimed at using information on past floods to reduce future flood losses. Local documentation for floods that have regional, state, or national effects could be “rolled up” into a single named event, to help state and federal officials with recovery, mitigation, and resilience planning.

The platform provides an opportunity to share information on past flood events as a means to reduce future losses. The Community Flood Notebook can be found on the ASFPM Flood Science Center website. This project will be featured at the upcoming ASFPM Annual Conference in Session G5: Crowd-Sourcing for Risk Communication, on the morning of Thursday, May 13.

 

 

INAFSM Mourns Passing of Toni Yvette Cecil

Toni passed away peacefully at her home on Friday. She was the immediate past secretary of INAFSM’s board of directors and only the 10th individual to honored with INAFSM’s prestigious lifetime membership award. She was also a past Stormwater Committee chair and past Inspector's Group chair.

From Past INAFSM President Lori Gates: “Toni was a great inspiration and mentor to several stormwater professionals throughout the state of Indiana and US. I always appreciated her strong work ethic and passion for building a strong construction stormwater program. She was always willing to help young professionals become better acquainted with our profession and I know that many other communities benefited from her expertise. On a personal level I will miss her great sense of humor and love of queso dip! She was a great, caring, and loyal friend.”
